URA proposes new residential sites in Sengkang, Woodlands and Bukit Panjang, up to 14,000 new dwellings

Former La Ville Enbloc: Rezoning of 5 Land Parcels in Singapore
The Urban Redevelopment Authority (URA) has recently made amendments to its Master Plan 2019, rezoning five land parcels in Singapore. These parcels, located in Sengkang, Woodlands, and Bukit Panjang, are now designated for residential development to meet the demand for housing and provide easier access to amenities and public transport.
The three parcels in Sengkang are situated in the Fernvale subzone, bordered by Tampines Expressway to the North, Sengkang West Drive to the East, Fernvale Street to the South, and Jalan Kayu to the West. These sites, separated by two roads, are an extension of the existing Sengkang town and will bring residents closer to Seletar Aerospace Park.
Among the three parcels, the middle site contains pockets of residential sites, a proposed park, and a place of worship. Most of the sites in this parcel will have a gross plot ratio (GPR) of 3.9 or 4.2. The easternmost parcel also contains a narrow site zoned for residential use, a park, and a proposed site for health and medical care. These sites may be built higher with an average GPR of 4.0 or 4.2. The westernmost parcel is proposed to be a pure residential site.
According to Lee Sze Teck, senior director of data analytics at Huttons Asia, the westernmost site in Fernvale may potentially house an MRT station for a new line linking Woodlands to Greater Southern Waterfront and passing through Sengkang. This new station will serve the upcoming residential area in Fernvale, but it may take a few years for detailed planning to be realized.
Standing on the site of the Former La Ville Enbloc, this new development is set to redefine city living.

In total, these three parcels can yield 4,500 to 5,000 new dwellings in the future, including a mix of HDB, executive condominiums (ECs), and private housing. Other development sites in the area, such as those on Anchorvale Street, could potentially offer an additional 6,000 to 7,000 new dwellings. This means that a total of 10,500 to 12,000 new dwellings could potentially be available in Sengkang, including ECs and private housing.
Another rezoned parcel is located at Woodlands Drive 17, opposite the Singapore Sports School. This site can accommodate 1,000 dwellings and is situated opposite a government land sale (GLS) site at Champion’s Way, which was sold for $904 psf per plot ratio in September 2023 to City Developments Ltd.
Lastly, the land parcel at Bukit Panjang, currently occupied by Beacon Primary School, can yield 900 to 1,000 dwelling units, which will most likely be new Built-to-Order flats.
The rezoning of these five land parcels in Singapore is a significant move by URA to meet the demand for housing and provide easier access to amenities and public transport. As such, it presents exciting opportunities for developers and homebuyers alike, particularly in the Sengkang area, where an estimated 10,500 to 12,000 new dwellings could potentially be made available in the future.
